00:00:01Captain's Personal Log, Stardate 517...
00:00:063, uh...
00:00:09517...
00:00:114?
00:00:12Computer, what day is it?
00:00:14( computer beeps ) Stardate 51721.3.
00:00:18It's only been two weeks.
00:00:25I need to talk about this.
00:00:27I have to justify what's happened, what I've done... at least to myself.
00:00:35I can't talk to anyone else... not even to Dax.
00:00:40Maybe if I just lay it all out in my log, it'll finally make sense.
00:00:49I can see where it all went wrong... where I went wrong.
00:00:56I suppose it started two weeks ago
00:00:59while I was posting the weekly casualty list in the Wardroom.
00:01:03Every Friday morning for the past three months
00:01:05I've posted the official list
00:01:07of Starfleet personnel killed, wounded or missing in the war.
00:01:11It's become something of a grim ritual around here.
00:01:14Not a week goes by
00:01:17that someone doesn't find the name of a loved one
00:01:19a friend or an acquaintance on that damned list.
00:01:24I've grown to hate Fridays.
00:01:31Who is it, Dax?
00:01:32Leslie Wong.
00:01:34The Skipper of the Cairo?
00:01:37She was an instructor at the Academy when I was a sophomore.
00:01:40Do you know what happened to the Cairo?
00:01:42No, just that she disappeared on patrol in the Romulan Neutral Zone.
00:01:47I'll look into it.
00:01:48DAX: Don't bother-- I'm sure it's the same old story.
00:01:51The Jem'Hadar crossed the Romulan border and caught them by surprise.
00:01:54It's only about the hundredth time it's happened.
00:01:57I can't believe the Romulans allow them to violate their territory so brazenly.
00:02:01Why do they get away with it?
00:02:02The Romulans have a treaty of nonaggression and friendship with the Dominion.
00:02:06So they're willing to turn a blind eye to almost anything in the name of friendship.
00:02:11What we need to do is bring the Romulans into the war on our side.
00:02:14With the combined forces of the Federation, the Klingons and the Romulans we could finally go on the offensive.
00:02:19That's the last thing the Romulans want.
00:02:21Think about it.
00:02:22They're in the perfect position.
00:02:24They get to sit back and watch as their biggest rivals slug it out in a long, bloody war.
00:02:29No one's threatening their interests.
00:02:32Why should they risk their necks?
00:02:33There's simply no reason for them to get involved in our war... no reason at all.
00:02:39SISKO: That was the moment I made the decision.
00:02:41It was like I had stepped through a door
00:02:43and locked it behind me.
00:02:45I was going to bring the Romulans into the war.
00:04:46It's in their own best interests to join the war.
00:04:49That's the key.
00:04:50That's the reason the Romulans will finally take action not to do us any favors but to protect themselves from the Dominion.
00:04:56Okay, let's say I'm the Romulan Proconsul.
00:05:00From where I'm sitting the Dominion isn't a threat to me.
00:05:03I have a nonaggression pact with them.
00:05:05They are my allies.
00:05:07You're not going to put your faith in some piece of paper, are you?
00:05:09Not at all.
00:05:11I've been watching them very closely since the beginning of the war and so far, they've kept their part of the bargain.
00:05:17They're violating your territory almost every day.
00:05:19What kind of an ally is that?
00:05:21So they're crossing my backyard to give the Federation a bloody nose.
00:05:25I can't say that makes me feel very sad.
00:05:27You can't be naive enough to think that the Dominion is going to stop with the Federation.
00:05:32When they're finished with us, they're coming after you.
00:05:35That's speculation.
00:05:37The Founders see it as their sacred duty to bring order to the galaxy-- their order.
00:05:40Do you think they'll sit idly by while you keep your chaotic empire right next to their perfect order? No.
00:05:46If you watch us go under, then what you're really doing is signing your own death warrant.
00:05:50But before I plunge my people into a conflict that will kill millions of loyal Romulan citizens
00:05:56I need something more concrete than the self-serving argument of a Starfleet officer.
00:06:03I need proof of Dominion duplicity.
00:06:05Not more words... proof.
00:06:15Very good, old man.
00:06:17You would have made a decent Romulan.
00:06:20I prefer the spots to the pointed ears.
00:06:23( sighs )
00:06:24Okay, you've convinced me.
00:06:27They're going to need evidence.
00:06:31But if there is evidence of a Dominion plan to attack Romulus it's probably buried deep in the bowels of their headquarters on Cardassia Prime.
00:06:41Not exactly the most accessible place in the galaxy.
00:06:45Hmm...
00:06:49Not for us, maybe, but there is someone on this station who specializes in gaining access to places where he is not welcome.
00:06:57I must say I'm flattered, Captain.
00:07:00I had no idea you held such a lofty opinion of me.
00:07:04Your faith in my ability to retrieve classified information from my former homeland is most gratifying.
00:07:11Mr. Garak, let's dispense with the usual repartee and concentrate on the issue at hand.
00:07:16Can you do it or not?
00:07:19No one wants to see the Dominion destroyed more than I do but to go to Cardassia Prime penetrate one of the most heavily guarded facilities in the Quadrant, steal top secret war plans and then return them safely to you is not just another job.
00:07:35It's more like a suicide mission and that is well outside my field of expertise.
00:07:44I didn't say you had to go there yourself.
00:07:48I have to believe that a man like you still has a few contacts at home-- a colleague from the Obsidian Order... an old friend... a reliable informant... someone who might owe you a favor.
00:08:05Perhaps.
00:08:07Then I'd say it's time to call in a favor.
00:08:11It would mean calling in all my favors, Captain.
00:08:14To do what you're asking would use up every resource I have left on Cardassia.
00:08:22And it may be.... a very messy, very bloody business.
00:08:27Are you prepared for that?
00:08:33I posted my 14th casualty list this morning.
00:08:36I'm already involved in a very messy, very bloody business.
00:08:43And the only way I can see to end it is to bring the Romulans into the war.
00:08:48I am prepared to do whatever it takes to accomplish that goal, but I can't do it alone.
00:08:54I need help.
00:08:56Now... are you in or out?
00:09:04I'm in.
00:09:06SISKO: My father used to say that the road to hell
00:09:08is paved with good intentions.
00:09:12I laid the first stone right there.
00:09:16I'd committed myself.
00:09:18I'd pay any price, go to any lengths because my cause was righteous.
00:09:25My... intentions were good.
00:09:30In the beginning, that seemed like enough.
00:09:39SISKO: If there's one thing I've learned over the years
00:09:41it's that bad news invariably comes
00:09:44in the middle of the night.
00:09:46Kira to Captain Sisko.
00:09:50Go ahead, Major.
00:09:51KIRA: We just received a priority one communication from Starfleet Command.
00:09:56The Dominion has invaded Betazed.
00:10:01According to initial reports, the invasion force must have come from somewhere in the Calandra Sector.
00:10:06Did Starfleet Intelligence know anything about the buildup?
00:10:09No. They believed
00:10:10Calandra was too far from the Dominion supply lines to be a threat.
00:10:13SISKO: There's plenty of blame to go around.
00:10:15The Tenth Fleet was supposed to be protecting Betazed and its outlying colonies, but it was caught out of position on a training exercise.
00:10:22What's worse, Betazed's own defense systems are obsolete and undermanned.
00:10:26The planet was theirs in less than ten hours.
00:10:29KIRA: With Betazed in the hands of the Jem'Hadar, the Dominion is in a position to threaten Vulcan, Andor, Tellar, Alpha Centauri.
00:10:37If we ever needed a new ally, it's right now.
00:10:46( door opens )
00:10:48Mr. Garak.
00:10:50It's been three days.
00:10:51Have you made any progress?
00:10:52Well, I suppose that depends on how you look at it.
00:10:55This is how I look at it:
00:10:56Betazed has just fallen to the Dominion and we need to get this operation underway.
00:11:00I share your desire for swift action, Captain.
00:11:03In fact, after our last conversation
00:11:05I made a few discreet inquiries among my former associates still living on Cardassia.
00:11:10As I anticipated, they shared my loathing for the current government and were willing to take on any assignment aimed at its destruction.
00:11:18That sounds like progress to me.
00:11:20Doesn't it? Unfortunately, they're all dead now.
00:11:24What?
00:11:25Yes.
00:11:26All killed within one day of speaking with me.
00:11:29I suppose that's a testament to the effectiveness of Dominion Security.
00:11:34One should admire such efficiency.
00:11:37Oh.
00:11:38I'm sorry.
00:11:40I hope you're not giving up that easily.
00:11:42After all, the stakes are much higher than a few dead operatives.
00:11:47The fate of the entire Quadrant hangs in the balance... or at least that's the case you made to me.
00:11:54Do you have another plan?
00:11:56As a matter of fact, I do but I suspect you won't like it.
00:12:03Try me.
00:12:04If you want to guarantee that we obtain evidence of a Dominion plot to attack the Romulans
00:12:09I suggest that we manufacture that evidence ourselves.
00:12:15Maybe I should have put a stop to it right there.
00:12:17Maybe I should have said
00:12:18"Thank you very much for your input, Mr. Garak.
00:12:20I will take your suggestion under advisement," and gone back to my office and forgotten the whole thing but I didn't... because in my heart, I knew what he was saying made sense.
00:12:33His name is Vreenak.
00:12:36He's been a key member of the Romulan Senate for the past 14 years.
00:12:40He's Secretary of the War Plans Council
00:12:42Vice Chairman of the Tal Shiar and one of the most trusted advisors to Proconsul Neral.
00:12:48He's also the man that negotiated the nonaggression pact with the Dominion.
00:12:52Since you're familiar with him
00:12:53I'll skip the rest of his biography.
00:12:55What's important is that he continues to be one of the most ardently pro-Dominion voices in the Senate.
00:13:01If we can convince him that the Dominion is a threat the rest of the Senate will follow.
00:13:06All right. How?
00:13:08Ten days from now
00:13:09Senator Vreenak will be making a trip to Soukara for a diplomatic meeting with Weyoun.
00:13:14I am certain that he can be persuaded to make a secret detour to DS9
00:13:19if he were invited by one Captain Benjamin Sisko.
00:13:23How do you know he'll be visiting Soukara?
00:13:25There are some things I'd rather not discuss.
00:13:28May I continue?
00:13:29Please.
00:13:30When Senator Vreenak arrives, you will show him a holographic recording of a secret meeting held at the highest level of the Dominion in which the planned invasion of Romulus is being discussed.
00:13:41You will tell the Senator that this information was obtained through various covert means at great cost to the Federation.
00:13:48At least ten good men lost their lives bringing it across the line-- that sort of thing.
00:13:53He will immediately suspect it's a forgery but you will assure him that such a thing would be impossible.
00:13:59"You see, Senator
00:14:00"this is an official Cardassian transcript.
00:14:03"It was recorded on a one-time optolythic data rod
00:14:06"used for official record keeping.
00:14:08"These rods are manufactured only as needed
00:14:11"on Cardassia Prime.
00:14:12"Information can only be transcribed on them once and then cannot be altered."
00:14:17He'll want to examine it.
00:14:19Of course.
00:14:20And he will discover, to his amazement that it is completely genuine, at least, so it will appear.
00:14:26But in reality?
00:14:28You will have handed him a genuine optolythic data rod but it will contain one of the most perfect forgeries ever fashioned.
00:14:36I'm still working on obtaining the data rod but I have found the man who will create the holo-recording.
00:14:42You realize I can't authorize a thing like this on my own.
00:14:45I have to clear it with Starfleet Command.
00:14:46Of course, but I suspect that with the fall of Betazed they'll be ready to do whatever it takes to bring the Romulans into the war.
00:14:58I'll let you know.
00:14:59Uh, one last thing, Captain.
00:15:01The man we need to forge this holo-program is currently sitting in a Klingon prison awaiting execution.
00:15:08To save time and, incidentally, his life
00:15:11I thought that perhaps you could contact
00:15:13Chancellor Gowron today and arrange a pardon?
00:15:17What's his name?
00:15:18Grathon Tolar.
00:15:21I cannot tell you how grateful I am, Captain.
00:15:25The Klingons were going to execute me tomorrow.
00:15:29Of course, they say that every day.
00:15:31It's one of the little games they like to play.
00:15:33( laughs )
00:15:34You do understand the terms of your parole.
00:15:36Oh, yes.
00:15:38I have to promise to stay away from the Klingon Empire.
00:15:41( dry chuckle )
00:15:42That'll be tough.
00:15:44( laughs )
00:15:45And I have to create some kind of a special holo-program for you.
00:15:51( chuckles )
00:15:52Well, I can hardly wait.
00:15:53I've never worked for Starfleet before.
00:15:56Let's be very clear about this.
00:15:58You're not working for Starfleet.
00:16:00This entire matter is off the record.
00:16:02As far as you're concerned, you're working for me.
00:16:05Oh, a personal matter.
00:16:07( laughs )
00:16:08Something special, for your eyes only?
00:16:11Something with, perhaps five or six Orion slave girls and... oh...
00:16:18Mr. Tolar.
00:16:19I suggest you go and wait in your quarters.
00:16:22Mr. Garak will provide you with all the information you need.
00:16:25Garak... is here?
00:16:28That's right.
00:16:30Oh... oh...
00:16:32Well... that's different.
00:16:39I'll wait in my quarters.
00:16:43SISKO: Why I didn't listen
00:16:45to the voice in the back of my mind
00:16:47telling me not to believe a word he said
00:16:49I'll never know.
00:16:51But it didn't take long for me to come face-to-face
00:16:53with the fact that I'd made a mistake.
00:16:56Odo to the Captain.
00:16:58Go ahead, Constable.
00:16:59I'm sorry to disturb you but do you know a man named Grathon Tolar?
00:17:03Yes. Why do you ask?
00:17:05Because he just tried to kill Quark.
00:17:14BASHIR: Sit still, Quark. You'll be fine.
00:17:19All right, keep an eye on him.
00:17:22What happened?
00:17:24As I understand it, Mr. Tolar over there came in about two hours ago ordered a bottle of Whelan bitters.
00:17:3015 minutes later, he ordered a second bottle and then a third.
00:17:35Halfway through his fourth bottle he decided to dance with M'Pella.
00:17:39She was otherwise engaged, running the dabo wheel, declined his invitation.
00:17:44He decided to force the issue.
00:17:46A brief struggle ensued, and Quark in an uncharacteristic display of chivalry attempted to intervene, so Tolar stabbed him.
00:17:57Normally, he'd be sitting in a holding cell, but he claims he's a friend of yours.
00:18:02He's no friend of mine... but he is working for me.
00:18:05It's an extremely sensitive matter concerning Federation security.
00:18:10I can't have any record of him being on the station.
00:18:14I see.
00:18:17I am certainly aware of the need for special security measures during wartime but, as a matter of law if Quark chooses to press charges against Tolar
00:18:28I have no choice but to make an arrest.
00:18:30May I speak to Quark?
00:18:36How is he?
00:18:37How do I look? I'm a man who just had a brush with death.
00:18:40He'll be fine.
00:18:41His ribs deflected the knife from his major organs.
00:18:44Bleeding was superficial.
00:18:45Superficial?
00:18:46Do you know how much this shirt cost?
00:18:49Will you excuse us for a moment, Doctor?
00:18:51I'll check on you tomorrow.
00:18:59Do you intend to press charges?
00:19:01You bet I do.
00:19:03What will it take, um... to, uh, convince you otherwise?
00:19:10Are you offering me...
00:19:12( whispers ): a bribe?
00:19:17I knew it.
00:19:19Captain, I've always liked you.
00:19:22I suspected that somewhere deep down in your heart of hearts there was a tiny bit of Ferengi just waiting to get out.
00:19:26What's your price?
00:19:28Well... let's start with replacing my clothes and M'Pella's clothes.
00:19:33All right.
00:19:34I'm not finished.
00:19:36I think I should be compensated for the loss of business I suffered today which I calculate as no less than... five bars of gold-pressed latinum.
00:19:50Done.
00:19:52I'm also having a problem with Station Security.
00:19:55They're holding some cargo containers which I've been waiting for because of some missing import license or something.
00:20:04I'll handle it.
00:20:05A-anything else?
00:20:07No.
00:20:08I think we can call it a bribe.
00:20:13And thank you, Captain.
00:20:14Thank you for restoring my faith in the 98th Rule of Acquisition.
00:20:19"Every man has his price."
00:20:28That was my first moment of real doubt... when I started to wonder... if this whole thing was a mistake.
00:20:39So then I went back to my office... and there... was a new casualty list waiting for me.
00:20:54People are dying out there every day!
00:21:00Entire worlds are struggling for their freedom and here I am, still worrying about the finer points of morality.
00:21:08No, I... I had to keep my eye on the ball.
00:21:13Winning the war, stopping the bloodshed--
00:21:15those were the priorities!
00:21:17So I pushed on
00:21:19and every time another doubt appeared before me
00:21:21I just found another way to shove it aside.
00:21:24Mind if I join you?
00:21:27Be my guest.
00:21:32Ops.
00:21:33Hold. The less I'm seen parading through Ops, the better.
00:21:37I couldn't agree more.
00:21:39You seem angry.
00:21:40Who's watching Tolar?
00:21:42I've locked him in his quarters.
00:21:43I've also left him with the distinct impression that if he attempts to force the door open it may explode.
00:21:49I hope that's just an impression.
00:21:51It's best not to dwell on such minutiae.
00:21:54In any case, we have far more important matters to discuss.
00:21:58I've located a gentleman willing to sell us a genuine optolythic data rod.
00:22:03How do you know it's genuine?
00:22:04I trust the source, but rest assured
00:22:07I will confirm the rod's authenticity before I make payment, which brings me to you.
00:22:13How much does he want?
00:22:14I'm afraid he's not interested in latinum.
00:22:18The gentleman in question has requested to be compensated with...
00:22:23200 liters of biomimetic gel.
00:22:27What?!
00:22:28I don't know why, exactly.
00:22:29One would assume it has something to do with genetic experimentation.
00:22:33Offer him something else.
00:22:35Believe me, I wouldn't be relaying this request if I thought he'd take something else.
00:22:39Biomimetic gel is strictly controlled by the Federation and not for sale at any price.
00:22:45Find someone else who's willing to sell us a rod.
00:22:47I wasn't exaggerating when I told you about the near impossibility of obtaining a genuine Cardassian data rod.
00:22:54It's something of a minor miracle that I was able to locate this one source.
00:22:59I'm virtually certain I won't find another.
00:23:02I'm afraid we either give him what he wants or forget the whole enterprise.
00:23:11Then let's forget about it.
00:23:13Ops.
00:23:15Hold.
00:23:17200 liters is out of the question.
00:23:19There's not that much gel in the entire sector.
00:23:23I believe that the quantity is open to negotiation.
00:23:33Ops.
00:23:35Captain, biomimetic gel is an extremely dangerous compound, as you know.
00:23:39I can't release it without at least some idea of where it's going.
00:23:42In the wrong hands, it could be used to make biogenic weapons, or for illegal replication experiments or to develop organic explosives--
00:23:47Perhaps I didn't make myself clear, Doctor.
00:23:49This is not a request; it's an order.
00:23:51You will package
00:23:5385 liters of biomimetic gel for interstellar transport and deliver them to Cargo Bay 3.
00:23:58Is that understood?
00:24:00Yes.
00:24:02I'd like this order in writing, please, sir.
00:24:08I thought you might.
00:24:12You should know that I shall note this in my log and file an official protest with Starfleet Medical.
00:24:17That is your right, but I want the gel by the end of the day.
00:24:20Dismissed.
00:24:28The Founders have decided to implement stage two ahead of schedule.
00:24:32The invasion of Romulus?
00:24:34It's too soon.
00:24:36We're engaged in heavy fighting all along the border with the Federation.
00:24:40The Klingons are preparing to go on the offensive, and--
00:24:42Fortunately, the Founders have better vision than you do.
00:24:45They can see the opportunities before us even when you cannot.
00:24:48Consider... the Romulans don't expect an attack from Cardassia.
00:24:55The bulk of the Romulan fleet is still deployed along the Neutral Zone with the Federation.
00:25:01The Founders estimate we could be on Romulus itself in less than three weeks.
00:25:05Three weeks?
00:25:07I heard the same kind of estimates before we attacked the Federation.
00:25:11Those plans were ruined by the incompetency of your predecessor.
00:25:14Gul Dukat is a great man.
00:25:17Gul Dukat is a preening egotist and a fool.
00:25:20We offered him unchallenged control of the Alpha Quadrant, and all he could think about was his daughter.
00:25:28( chuckles )
00:25:30Now, shall we get back to the business at hand?
00:25:33That's it. Freeze program.
00:25:38That's all the new material.
00:25:39The rest of the program plays exactly as you saw before.
00:25:42What do you think?
00:25:43It's, uh, better.
00:25:46They seem more real.
00:25:47Yes, and all I had to do was add a little petty bickering and mutual loathing.
00:25:52So, you are happy.
00:25:56It's... satisfactory.
00:25:58You may record the program onto the data rod now.
00:26:07( quietly ): I received a message.
00:26:09Senator Vreenak is on the way.
00:26:11Excellent.
00:26:16Done.
00:26:17( chuckles )
00:26:19Who gets it?
00:26:21Just... put it in the case.
00:26:25Ah.
00:26:26( chuckling )
00:26:32Well... it has been a pleasure doing business with you gentlemen.
00:26:38Call me again if you ever--
00:26:39You're not going anywhere.
00:26:41What...? What do you mean?
00:26:43I mean, you're not leaving until your work is accepted by our client.
00:26:48Well, that isn't fair.
00:26:49You can't keep me here against my will.
00:26:51I haven't done anything wrong.
00:26:53We had an agreement!
00:26:56I'm making a new agreement.
00:26:57If that program passes inspection, you walk free but if there is even the slightest flaw then I will send you back to that Klingon prison and tell Gowron to take his time while he executes you.
00:27:09All right. It will pass.
00:27:12You'll see.
00:27:15It... will... pass.
00:27:18I sincerely hope so.
00:27:20Now, why don't you go back to your quarters?
00:27:23I'll be along shortly to say... hello.
00:27:31( door opens, closes )
00:27:36( pounds fist )
00:27:37Maybe I was under more pressure than I realized.
00:27:41Maybe it was really starting to get to me.
00:27:45But I was off the hook.
00:27:48Starfleet Command had given the plan their blessing and I thought that would make things easier.
00:27:59But I was the one who had to make it happen.
00:28:03I was the one who had to look Senator Vreenak in his eye... and convince him that a lie... was the truth.
00:28:16So while you're entertaining the Senator in the Wardroom
00:28:18I'll take the opportunity to make a quick search of his ship's database.
00:28:22For what?
00:28:23Well, for any intelligence information he may have picked up on the Dominion in Soukara.
00:28:27What if you get caught?
00:28:28Oh, I think that's highly unlikely.
00:28:29I doubt the Senator will be traveling with more than four bodyguards at the most.
00:28:34Two will stand watch outside the Wardroom and two will stay in the landing bay.
00:28:38I assure you, they'll never know I was even near their ship.
00:28:41Just make sure you don't get caught.
00:28:51Report.
00:28:53Sections 52 Baker through 62 Baker have been secured.
00:28:55I have posted armed guards at every entry point and I have personally scanned all compartments for signs of surveillance equipment.
00:29:02Very good, Commander.
00:29:04Maintain current security measures until further notice.
00:29:07No one is to enter this area except Mr. Garak and myself.
00:29:10Aye, sir.
00:29:11Always a pleasure to see you, Mr. Worf.
00:29:16KIRA: Ops to Captain Sisko.
00:29:18Go ahead, Major.
00:29:20We've just received the coded subspace signal you were waiting for.
00:29:22Should I reply?
00:29:23No reply, Major.
00:29:25Sisko out.
00:29:29( warning Klaxon sounds )
00:30:08I'll take my leave of you now, Captain.
00:30:10Oh, and one last thing.
00:30:12Vreenak believes he's on the winning side so until you can prove otherwise you may have to put up with a certain... acerbic attitude.
00:30:21Uh, Mr. Garak, after having spent a week with you
00:30:25I have developed a very, very thick skin.
00:30:29Good luck.
00:30:43Welcome aboard, Senator.
00:30:45I'm Captain Benjamin Sisko.
00:30:48So, you're the Commander of Deep Space Nine... and the Emissary to the Prophets decorated combat officer, widower, father, mentor.
00:30:59And, oh, yes-- the man who started the war with the Dominion.
00:31:05Somehow I thought you'd be taller.
00:31:07Sorry to disappoint you.
00:31:08To be honest, my opinion of Starfleet officers is so low you'd have to work very hard indeed to disappoint me.
00:31:16If you'll come with me
00:31:17I'll show you to your quarters.
00:31:18I look forward to seeing your station-- while it's still here, that is.
00:31:22The way the war's going with the Federation it may not be around much longer.
00:31:37Mmm.
00:31:39A fair approximation, but... somewhat lacking in aroma.
00:31:44Real kali-fal should forcibly open one's sinuses well before the first sip.
00:31:51We don't have much experience in replicating Romulan beverages.
00:31:55Of course, all of that would change if we became allies instead of cold warriors.
00:32:01You are persistent, Captain.
00:32:03I'll grant you that.
00:32:05But dogged determination isn't enough to change the reality of your situation.
00:32:10Time is definitely not on your side.
00:32:14The Dominion shipyards are operating at 100 percent capacity.
00:32:18Yours are still being rebuilt.
00:32:21The Dominion is breeding legions of Jem'Hadar soldiers every day.
00:32:27You're experiencing a manpower shortage.
00:32:30But most important... the Dominion is resolved to win the war at any cost.
00:32:42You and I both know the Federation has already put out peace feelers.
00:32:46Now, in all candor if you were in my position, which side would you choose?
00:32:52I'd pick the side most likely to leave us in peace when the dust settles.
00:32:57Maybe you're right.
00:33:00Maybe the Dominion will win in the end.
00:33:03Then the Founders will control what we now call Cardassia the Klingon Empire and the Federation.
00:33:09So, instead of facing three separate opponents with three separate agendas you'll find yourselves facing the same opponent on every side.
00:33:18There's a word for that-- surrounded.
00:33:23It really is a good replica.
00:33:26The aroma's starting to grow on me.
00:33:28For a moment there, I almost forgot it wasn't the real thing but only for a moment.
00:33:32You make some very good points, Captain but it's still all speculation and theory-- nothing that would warrant abrogating our treaty and plunging the Empire into war.
00:33:48What if I told you that the Dominion is planning a sneak attack on the Romulan Empire at this very moment?
00:33:56Mmm...
00:33:59I'd want proof.
00:34:04WEYOUN: And with the Cardassian Fourth Order protecting their flank the 23rd Jem'Hadar division will begin its thrust across the Glintara Sector.
00:34:12They should begin the invasion of Romulus on the following day.
00:34:16Once we've taken the homeworld organized resistance will crumble when outlying systems and colonies begin looking out for themselves.
00:34:24Consolidation of the entire empire will take three months at most.
00:34:27DAMAR: What if the Romulan fleet reacts faster than you're anticipating?
00:34:30What if they pull all of their forces away from the Federation border at the first sign of our attack?
00:34:35WEYOUN: I place my faith in the Founders.
00:34:37They say the Romulans are not ready for war and will not react fast enough once it begins.
00:34:43Now, do you wish to dispute their judgment?
00:34:48No, of course not.
00:34:51I serve the Founders.
00:34:54As do we all.
00:34:56Meeting adjourned.
00:35:04I'd like to examine... that data rod.
00:35:26So all I could do was wait... and see how masterful Tolar's forgery really was.
00:35:39So I waited.
00:35:41Tried to catch up on my paperwork.
00:35:48But I-I found it very difficult to focus on... criminal activity reports? Ha.
00:35:56Cargo manifests.
00:36:00So I went back to pacing... and staring out of the window.
00:36:09I'm not an impatient man.
00:36:13I'm not one to agonize over decisions once they're made.
00:36:17I got that from my father.
00:36:20He always says...
00:36:22"Worry and doubt
00:36:24"are the greatest enemies of a great chef.
00:36:29"The soufflé will either rise or it won't.
00:36:34"There's not a damn thing you can do about it
00:36:37"so you might as well just sit back and wait and see what happens."
00:36:51But this time... the cost of failure was so high...
00:37:00I found it difficult to take his advice.
00:37:03If Vreenak discovered that the data rod was a forgery
00:37:06if he realized that we were trying
00:37:08to trick them into the war, it could push the Romulans
00:37:11even farther into the enemy camp.
00:37:13They could start to openly help the Dominion.
00:37:16If worse came to worst
00:37:18they could actually join the war against us.
00:37:20I had the distinct feeling
00:37:21that victory or defeat would be decided
00:37:23in the next few minutes.
00:37:35It's a fake!
00:37:45So, it all blew up in my face.
00:37:51And all the lies and compromises... the inner doubts and rationalizations-- all for nothing.
00:38:00Vreenak was furious.
00:38:04I can't say I blamed him.
00:38:06I'd have reacted the same way.
00:38:11After telling me in no uncertain terms that he would expose this "vile deception" to the entire Alpha Quadrant he got back in his shuttle and headed home.
00:38:23There didn't seem to be anything more to do.
00:38:27So, I went back to work.
00:38:29Two days later, I got the news.
00:38:35No one for me today.
00:38:37I had one.
00:38:38Maria Tatalia, wounded in action.
00:38:40BASHIR: Friend?
00:38:41Friend of a friend.
00:38:43Actually, I only met her once.
00:38:44I don't think she'd remember me.
00:38:46Friend of a friend between the two of us.
00:38:48Well, I know it sounds a bit strange but I'd say we're off to a pretty good start today.
00:38:52Captain, we just received word from Starfleet Intelligence that a Romulan shuttlecraft carrying a high-ranking Senator has just been destroyed.
00:38:59Which Senator?
00:39:00Senator Vreenak.
00:39:02He was returning to Romulus from a diplomatic mission to Soukara when his shuttle exploded.
00:39:07The Tal Shiar are investigating but preliminary reports point to sabotage.
00:39:12They believe that the Dominion is responsible.
00:39:14The Dominion assassinated a Romulan Senator.
00:39:19On a diplomatic mission.
00:39:21That changes everything.
00:39:22It could even bring the Romulans into the war.
00:39:27Excuse me.
00:39:46( yelling )
00:39:47( grunting )
00:39:48Get up!
00:39:51You killed him! That's right.
00:39:53That's what you planned to do all along, isn't it?
00:39:55You knew the data rod wouldn't hold up to scrutiny.
00:39:58You just wanted to get him on the station so that you could plant a bomb on his shuttle!
00:40:01It wasn't quite that simple.
00:40:03I did have hopes that the rod would somehow pass inspection but I suspected that Tolar may not have been up to the task.
00:40:09And what about Tolar? Did you kill him, too?!
00:40:12Think of them both as tragic victims of war.
00:40:17If you can allow your anger to subside for a moment you'll see that they did not die in vain!
00:40:23The Romulans will enter the war!
00:40:25There's no guarantee of that!
00:40:27Oh, but I think that there is.
00:40:29You see, when the Tal Shiar finishes examining the wreckage of Vreenak's shuttle they'll find the burnt remnants of a Cardassian optolythic data rod which somehow miraculously survived the explosion.
00:40:39After painstaking forensic examination they'll discover that the rod contains a recording of a high-level Dominion meeting at which the invasion of Romulus was being planned.
00:40:50And then they'll discover that it is a fraud!
00:40:53Oh, I don't think they will because any imperfections in the forgery will appear to be a result of the explosion.
00:41:01So, with a seemingly legitimate rod in one hand and a dead Senator in the other...
00:41:07I ask you, Captain what conclusion would you draw?
00:41:13That Vreenak obtained the rod on Soukara and that the Dominion killed him to prevent him from returning to Romulus with it.
00:41:23Precisely.
00:41:25And the more the Dominion protests its innocence the more the Romulans will believe they're guilty because it's exactly what the Romulans would have done in their place.
00:41:36That's why you came to me... isn't it, Captain?
00:41:41Because you knew
00:41:43I could do those things that you weren't capable of doing.
00:41:47Well, it worked, and you'll get what you want-- a war between the Romulans and the Dominion and if your conscience is bothering you you should soothe it with the knowledge that you may have just saved the entire Alpha Quadrant, and all it cost was the life of one Romulan Senator one criminal... and the self-respect of one Starfleet Officer.
00:42:13I don't know about you but I'd call that a bargain.
00:42:20At 0800 hours, station time... the Romulan Empire formally declared war against the Dominion.
00:42:30They have already struck 15 bases along the Cardassian border.
00:42:36So... this is a huge victory for the good guys.
00:42:41This may even be the turning point of the entire war.
00:42:46There is even a "welcome to the fight" party tonight in the Wardroom.
00:42:50So...
00:42:54I lied.
00:42:57I cheated.
00:43:01I bribed men to cover the crimes of other men.
00:43:08I am an accessory to murder.
00:43:13But the most damning thing of all...
00:43:18I think I can live with it.
00:43:22And if I had to do it all over again...
00:43:26I would.
00:43:29Garak was right about one thing.
00:43:32A guilty conscience is a small price to pay for the safety of the Alpha Quadrant so I will learn... to live with it.
00:43:52Because I can live with it.
00:43:58I can live with it.
00:44:09Computer... erase that entire personal log.
